Payne Hackenbracht & Sullivan, an experienced federal construction law firm merged on April 1, 2009 with Cohen Seglias Pallas Greenhall & Furman PC, headquartered in Philadelphia, Pennsylvania. Michael Payne, Joe Hackenbracht & Tim Sullivan have formed a new Federal Construction Practice Group within the Cohen Seglias firm, and Michael Payne is serving as the Chairman of the group. The merger of the two firms has given the former Payne firm the benefit of the considerable resources in construction law of the Cohen Seglias firm. As a result we now offer a broad range of services to construction contractors at the federal, state, local, and private levels.
Our attorneys have considerable experience in representing federal construction contractors. We also understand the government's perspective and procedures because our attorneys have extensive experience on the other side of the table - handling construction contracting for federal agencies. Our practice focuses on military and civil works construction, and our clients include general contractors, mechanical and electrical subcontractors, specialty subcontractors and architect/engineers. We assist contractors in preparing proposals in response to RFPs, we interpret contract terms and conditions, we assist in the formation of teaming arrangements, we assist in the presentation and negotiation of requests for equitable adjustments and claims, and we provide advice and representation with regard to protests.
